In the afternoon of September 26, Mr. Vo Van Hoan, Vice Chairman of the Ho Chi Minh City People's Committee, received Mr. Mark Chandler, Deputy Mayor, Director of Foreign Trade of the Mayor's Office of San Francisco City (USA) on the occasion of attending the Ho Chi Minh City Friendship Dialogue and Ho Chi Minh City Economic Forum 2024.
At the meeting, the two sides discussed the challenges of industrial transformation and the application of artificial intelligence (AI) in economic and social life.
Mr. Vo Van Hoan affirmed that AI is no longer a trend but has been present in daily life and is developing very quickly. At the inauguration ceremony of the Industrial Revolution 4.0 Center within the framework of the Ho Chi Minh City Economic Forum, Prime Minister Pham Minh Chinh affirmed that the task of Ho Chi Minh City is to design policies for the Government to promulgate and deploy in the city first.
For the Center to operate effectively and apply AI in management and operation, Ho Chi Minh City plans to send a delegation to San Francisco to learn from experience and share knowledge about regulations, processes, standards, and ways to manage and operate using AI, especially in the fields of health, education, and urban transportation.
According to Mr. Mark Chandler, the San Francisco city government has always strongly supported industries through establishing artificial intelligence platforms and favorable conditions for businesses to operate. Mr. Mark Chandler affirmed that the city of San Francisco is ready to welcome the delegation, learn, exchange, and find the best solutions to respond to the rapid changes of AI to serve the operation, management of the government and the lives of the people.

WASHINGTON, Aug. 28, 2024 – Under Secretary for Trade and Foreign Agricultural Affairs Alexis M. Taylor will lead a U.S. Department of Agriculture trade mission to Ho Chi Minh City and Hanoi, Vietnam, Sept. 9-13, joined by representatives from 58 agribusinesses and organizations and nine state governments that represent the diversity of U.S. agriculture.
“Vietnam’s continued economic growth, ongoing reform and young population have combined to create a dynamic and quickly evolving environment for high-quality and diverse American agricultural products,” said Taylor. “Our collaboration has secured market access for a variety of American products, including most recently stone fruit and grapefruit.”
Vietnam and the rest of Southeast Asia holds immense opportunity for U.S. exporters, with rising consumer incomes, growing middle class populations and favorable perceptions of U.S. food and agriculture. In 2023, the United States exported $3.1 billion of agricultural products to Vietnam.
As the third-largest supplier of food and farm products to Vietnam, the United States holds sizable market share across several categories, including bulk commodities such as cotton, soybeans and distillers grains, as well as consumer-oriented products such as tree nuts, dairy, poultry and fresh fruit.
On the trade mission, Under Secretary Taylor will be joined by officials representing the California, Indiana, Minnesota, Missouri, Montana, Nebraska, North Carolina, Tennessee and Wisconsin departments of agriculture, as well as representatives from the following business and organizations.

Today, the U.S. Department of Commerce (DoC) announced its determination that Vietnam will continue to be classified as a non-market economy (NME) country for purposes of calculating U.S. antidumping duties (ADs) on imports from Vietnam. This finding means that the methodology used in calculating U.S. antidumping duties on imports from Vietnam remains the same.
Public comment is a hallmark of DoC’s trade remedy process. As part of this proceeding, DoC received over 36,000 pages of comments from U.S. domestic industries as well as the Government of Vietnam. DoC appreciates and commends U.S. domestic industries as well as Government of Vietnam’s extensive participation in DoC ’s transparent, quasi-judicial process. This determination was based on a thorough evaluation of all the comments submitted.
DoC’s NME methodology is an important tool used to ensure that DoC’s dumping calculations reflect economic realities in the market and that U.S. industries get the relief from unfair imports that they are entitled to under the law.
Despite Vietnam’s substantive reforms made over the past 20 years, the extensive government involvement in Vietnam’s economy distorts Vietnamese prices and costs and ultimately render them unusable for the purpose of calculating U.S. antidumping duties.
DoC will continue to use market-based prices and costs from a country at a comparable level of economic development to Vietnam that produces comparable merchandise to calculate ADs.
This public decision can be found by referring to case number A-552-833 in DoC’s Antidumping and Countervailing Duty Centralized Electronic Service System (ACCESS) at access.trade.gov.advantages and bring economic benefits to them, helping to realise the bilateral comprehensive strategic partnership.

Hanoi (VNA) - Prime Minister Pham Minh Chinh hosted a reception in Hanoi on December 7 for President of the US Semiconductor Industry Association (SIA) John Neuffer and leaders of major US semiconductor companies such as Intel, Qualcom, Ampere and ARM, who are on a working visit to Vietnam.
PM Chinh told them that in the recently-established comprehensive strategic partnership, Vietnam and the US have agreed to make science-technology and innovation a new important pillar in their relationship. Therefore, it is necessary to mobilise resources and brainpower and prioritise certain focal areas for Vietnam, particularly the semiconductor industry in which Vietnam has considerable potential and advantages.
He believed that cooperation in the semiconductor industry will open up numerous opportunities for businesses of both nations to tap their respective advantages and bring economic benefits to them, helping to realise the bilateral comprehensive strategic partnership.
Vietnam is building a human resources development strategy and project along with suitable incentives to attract leading foreign semiconductor manufacturers, designers and developers to the country, the government leader stressed.
Currently, Vietnam has around 6,000 engineers working in the semiconductor industry for both domestic and foreign enterprises, he said, adding the country aims to train 50,000 highly-skilled engineers between now and 2030, with a particular focus on those specialising in semiconductor chip design.
Vietnam sends nearly 30,000 students to the US each year, leading Southeast Asian countries and ranking in the top 5 countries with the highest number of international students in the US. About 2.2 million overseas Vietnamese are also living in the US, he said.
He proposed SIA push forward the US's early recognition of Vietnam's market economy status and eliminate unnecessary controls in technology transfer. He urged for enhanced cooperation in technology transfer, research, production, workforce training, building of laboratories, and support for Vietnamese firms to join the US’s global semiconductor supply chain.
The PM also called for collaboration in building and fine-tuning mechanisms and policies to sustainably develop the semiconductor industry.
The Ministry of Planning and Investment was assigned to work with relevant ministries to continue with specific joint tasks with SIA.
Neuffer, for his part, spoke highly of Vietnam's significant and impressive progress in the semiconductor industry, making it a crucial destination and a key player in the semiconductor supply chain.
Vietnam is the most attractive destination for US investors in the semiconductor industry and could play the role as a strategic partner in the supply of workforce, he said.
Informing the host about the results of his working sessions with relevant Vietnamese agencies, he said US enterprises are eagerly waiting for Vietnam's national semiconductor strategy. He believed that Vietnam will play an even more crucial role in the global supply chain, quickly seizing emerging opportunities in this field, especially in chip design, which does not require as much investment as manufacturing.
The US businesses are ready to strengthen relations, boost investment and cooperate with Vietnam in the semiconductor industry, especially in training talents and high-quality workforce, contributing to promoting mutually beneficial relations between the two countries, he added.
Founded in 1977, SIA gathers a network of member companies accounting for up to 99% of the semiconductor industry's revenue in the US, with two-thirds from foreign enterprises. It has played a proactive role in prompting the US to foster cooperative efforts in developing Vietnam's semiconductor ecosystem./.
